Story of Canadian left-behind parent with 3 children 45 kilometers from Fukushima

How can it be in the “best interests of the child” when children are allowed to be abducted into Japan and then forced to live 45 kilometers away from the melting nuclear reactors at Fukushima and the other left-behind parent is not even given the slightest chance to have any contact with them?
